FS#2420 - weather is not instanced

All weather commands (/fog, /rain, /snow) work per sector and ignore instances, that means once weather is enabled, it is active on all instances of the sector.

I tested this on stable by issuing one command after another, teleporting to instance 1 and back.

Expected behavior is that weather is only active in the instance where the calling user is.

The task blocks this from closing

Well, the world is supposed to be the same through instances, just not the entities in it. So, I can understand why this is the behaviour. Is this change needed?

I wouldn't ask for it if it wasn't needed :)

For the event yesterday we wanted to have instance 0 normal, but instance 1 and 2 different (as in freaked out), including the weather.
I can imagine many kinds of future events that will require a similar setup.

I'm with Thom on this one. If it is raining in a certain place, why wouldn't everyone need to see the rain. Can you explain it better Kerol?
