FS#2744 - ability to disable voices from npcs to be sent to client
there should be some option client or server side to disable fully the sending of the voice files to the client if they are not wanted. There might be times where a player does not want them due to bandwidth or hd space to name a few. This should be added before this feature is put on the live server.
The server sends the filename to the client to check the client cache before we send the audio file. The client-side option described here should suppress the response back and just treat it as if everything is cached. Then skip the attempted playback of course. I think it is all in modehandler.cpp.

Here is a patch for r3052: PS_2744 The patch also fixes an issue where the client thought sound was enabled,
even if sound initialization had failed.
it seems voices are dependant on ambience sounds can you check this?
Confirmed weltall. however, if you switch focus to something else and then back to PS
it works at it's supposed to (ambient sound option not related to voice option).
So, in my opinion this task is done. I'm currently gathering information on
the sound manager inconsistencies and I"ll add a new task about it.
This patch fixes the above problem.
