Ibhaar does not have a voice after telling him i could not supply a rat hide
but i do not know if it is any different if i was able to give him a hide

Confirmed. Assigning to settings people. But I am starting to think this may have to do with speech not working after a branch in a quest (as was also the case possibly in the drinks in the deep quest). If so, this is more an engine thing. Let me know if that is the case.
This is the case, please see my note on #3358, it is true for all the voice-over problems.
The new tutorial is unlikely to have voices so this can be closed as soon as the new tutorial is done.
