Fix released on prod servers
Luckily I did a search for Paper after Charisa. A player reported this as an issue with having the Bevon is Dizzy and redoing the Paper for Charisa quest. Petition is from 5/13, so not sure if it related to the script that was found and fixed, but here's his petition just in case.
Twayn's petition bug report: quest reply mixup - at Charisa Melod in Hydlaa. I had left a reply in the quest Dizzy Bevon open at Charisa, awaiting winch access, and had also just completed the Paper for Charisa quest. I then noticed that Paper for Charisa is a repeatable quest, so I tried starting it again (choosing the third option, below the two replies for the winch access question I had been saving). When she asked me to confirm I wanted to do the Paper quest (a triggered reply with only the two replies for Paper quest), I chose to accept. But instead of starting the Paper quest, I got the text as if I had replied to the winch question saying I had winch access - and she was sending me to Pevryn. No big deal, but what if I had rejected the Paper quest… I would have ended the Dizzy Bevon questline poorly. Check these quest reply patterns, please.
Well, not mentionning in the details what that fixed error was, the fix can hardly be tested… Could it be possible to have more details? (set the task private if needed)
About Rhumdor's point: it belongs to PS#4212.

Sorry for the lack of description.
I'd say if the selling of ink works this can be reported as fixed pending release.
The selling of ink and paper works fine.
