FS#4574 - Ctrl or Shift modified keystrokes/mouse gestures trigger non-modifier functions of Ctrl/Shift keys

1) Ctrl-drag an item or use a shortcut bound to Ctrl-something
2) Note that your run toggle state just changed. :P

Using Ctrl or Shift as a modifier should “lock out” the functions bound to these keys by themselves.

IMHO, modifier keys (Shift / Ctrl / Alt) shouldn't be assigned to anything in the distro install, and the client shouldn't accept them as a Set for anything without a regular key to go with them. Further, the game should distinguish between all possible combinations of modifiers (including none) with a key, i.e. Shift + Ctrl + j is different than Shift + j, Ctrl + j, and just j alone. Just assigning a modifier (or combo of modifiers) alone should not be possible.
