FS#5943 - Add NPC with identification service

With a plenty of crafted and looted weapons and armor around, there is a need for some basic identification service running by NPC (e.g. Levrus).

To make a ground for an business and relations between real players, NPC identification service should be:

1) expensive
2) less than 100% successful (how about 75%?)
3) limited by item quality / price

Not sure if this is needed, as it should not be hard to find a player help you with that (usually for free).
Another thing I do not understand is why crafted gear needs to be identified now, as the only information you get this way is exactly the same as for the base items anyway (i.e. really useless).

If you think about it, the whole identification process is rather backwards. You need a someone with magic skills to identify the physical properties of an item and someone with sufficient physical skills to equip an object to determine its magical properties. It seems that the identification spells should give you some indication of what the item does, e.g., "This item will give you a small/medium/large boost in red way." Maybe make it so the buff is only partially applied if the item isn't identified because the user isn't aware of the capabilities and thus can't fully exploit them.

Also, what's up with chain mail rings and strips having special properties that need to be identified?
