FS#6390 - Shortcut Editing window needs reformatting
The shortcut editing window provides too much space for the commands, resulting in too few rows of icons being visible.
Recommended fix: Change shortcutwindow.xml as follows
In the CommandBox widget, comment out
<attach point="PROPORTIONAL_BOTTOM" />
You may want to increase the height as well to show more than 2 lines of text.
In the iconPalette widget, replace
<attach point="PROPORTIONAL_TOP" />
with
<attach point="ATTACH_TOP" />
If you change the height of the CommandBox, you will probably need to change the y value of the iconPalette.
I'm not sure if I've done exactly as you are thinking, but I have tidied up the edit window so the text input is a fixed size and only the icon pallet becomes larger as you resize the window.
