FS#6524 - Trasok and the Guards
Trasok says “Next I need two small battle axes.” But when I try to give them to him, I get an error that I have too few small battle axe. I made a third but it still wasn’t enough.

This isn't a quest bug as you need to give him two axes. You need to make sure that they are staked or he wont take them.
Maybe I need to clarify. When I have the two small battle axes and talk to Trasok, the NPC dialog box pops up with an option to say "Here are your small battle axes." If I select this option, I get the error mentioned. In most (all?) quests, if I have the correct number of items and there's an NPC dialog to give them to the NPC, the NPC will take the items from my inventory. I usually don't have to manually give them to the NPC unless I have too many.
I can't explain why it didn't work for you. But it worked for me and for everyone else who has done the quest. So unless you can work out the exact circumstance causing it there is nothing to be done.
I don't think looted, named axes apply so if they were ragged or scruffy or whatever you would have too few. And yes they do have to be stacked.
I seem to recall encountering this but I do not recall the details of that encounter.
These were crafted axes of sufficient quality and they were stacked in my inventory. Trasok accepted them when I gave them to him manually, but he wouldn't take them out of my inventory.
