FS#7089 - Skill window - scrollbar not always visible
at the job bar tab is no scrollbar available,for some its there only if they max out the size of the window
some quests description/details overflows bottom of section into 'quest notes' area
the scollbar for the jobbar has been edded
scrollbars in skill is only visible at a certain size of the window (0.7.13)
the scrollbar is still only usable at max winsize (0.7.14)
