FS#711 - a way for gms to make notes on petitions and not have them stay claimed for very long periods

right now there is no way for gms to make notes as to the status of petitions so that other gms know and can handle them at other times, also this means that gms keep petitions claimed for longer periods of time as they wish to complete the petition and this can mean other gms have no idea of the status of the petition as it was not told to others and they cant view it [ingame] to handle it.

petitions become open when logout and we can make notes as to what we have done to each petition,

Kerol: is this still something the GM team wants, and if so, would this be a nice prospect task? It may require both engine and gui changes though.

The part from that which is needed is the ability to make notes on a petition that player doesn't see so other GM's don't duplicate effort.

We don't need for petitions to auto-change status back to Open on logout however, because now GM5+ will be able to release petitions that are held on the rare occasion that needs to happen.

An extension to what's requested here would be correspondence with player, allowing GM's to take a task in-progress, add a reply to the player, and return it to them, and they can in turn reply back, which would return the petition to us, and back and forth. Example might be:

Petition: Can't buy Ink & Paper
GM Reply: What coins did you try to use?
PC Reply: Tried 5 hexas
GM Close: Must be 50 single Tria - Get change and try again.
