Technical Help: IN GAME bugs (after loading world) / Quality of steel stock

Can anybody tell me what the quality of molten steel, steel stock or similar products depends on? Is it only the metallurgy level? I spent much time today melting steel and casting stocks and there way a great variance in the quality (between 2/2 and 9/9).
Another problem was the stacking of the finished stocks in the inventory. First: i can only stack steel stock in the inventory, that was made during the same session. If i already put 5 finished stocks in the inventory, log out and back in again, i cannot put any more stock in the same field. Second: If i stack steel stock which are different in quality, the quality off all stock in that inventory field is somehow changed. If i first put a 9/9 stock into a field, and then a 7/7 stock, i end up with 2 stocks each with a quality of 8/9 (the first number always changes to the average quality of all stocks that i put in the inventory field, whereas the second number always stays the same as the quality that the first stock in the field had). Is this intentional, is there a reason behind this?
