Complaint Department / Quest bug??

This is a think a bug. I am on a quest where you are supposed to give a letter to Joris in Ojaveda from one of the guards, but every time I try to talk to him about that quest he says can you repeat your question??

How can i store my items like in a bank or something like that. Can you even do that?
And if I die do i lose all my items?
