Quest bug??

This is a think a bug. I am on a quest where you are supposed to give a letter to Joris in Ojaveda from one of the guards, but every time I try to talk to him about that quest he says can you repeat your question??

go here: http://hydlaaplaza.com/flyspray/ and search for the quest if you find it then its broken and maybe you could add any info if it hasnt been already
