There is a buyable bar in Sims2, and you can even hire a bartender for it. :D

Not in Community Plots. Maybe a bar, but not a bartender. And you\'ll have to call him again and again a few times a day as he\'ll only stay for a few hours, and he won\'t come on a regular basis.
