Sims2 is interesting for a few hours, but it was just as boring as Sims1 in my opinion. If you really liked sims1, this game is your ballpark. But to answer your questions:
Fully 3D graphics: Yes
Camera: Completely 3D, you can rotate all you want (except it cannot intercept with floor)
Outfits: Yes, there are separate pants and shirts to combine with, as well as change later if you want. You can even go to a mirror and change your face (with the most detailed face creator I\'ve ever seen)
Skills:I think Charisma is new
Needs:Your characters now have \"wants and fears\". When they wake up each morning, they\'ll want 4 bonus things they \"want\" to happen (like gain a new skill or just have toast for breakfast). Completing these wants earns points that you can use to buy special objects. Fears are the opposite. If one of their fears occur (like seeing a ghost or getting caught on fire) then you loose those points.
Neighborhoods: There are 3 to start out from, but you can create your own. This game is very extensive.
Lots: Depends on the neighborhood. Some have about 10 lots each. If you create your own, you might have about 30 lots open. You can even create shops and minimalls in your neighborhoods.
