What determines sword skill limit?

I ask this because it seems that my limit is 3.  I can\'t train any higher under jefreca, and no matter how many monsters I kill, it doesn\'t get any higher.

Stats are:

Strength 58
Agility 94
Endurance 66
Intelligence 39
Will 70
Charisma 38
