The lame thing is Win98 does not give the name of the missing...
Here is something from Moogie FAQ:
28. CB won\'t run because I need MSVCR70.dll! Where can I find it?
http://www.dll-files.com/dllindex/dll-files.shtml?msvcr70 (Download the file and put it in your Planeshift folder.)

Ok, if this still does not help maybe another try,
I just tested this with Win98 (OEM, first edition):
1. uninstall planeshift completely
2. install planeshift from original installer
3. Check for msvcr70.dll in your planeshift directory, if it does not exists - download the file from
http://www.dll-files.com/dllindex/dll-files.shtml?msvcr704. run updater in DOS-mode, it should now download something and say \"updating the updater\", for any errors which occur press continue/ignore. Updater will then give an error \"cannot continue\"
5. goto your planeshift directory and extract all files from UPDATER.ZIP manually and overwrite the files in your planeshift directory.
6. run updater in DOS-mode, it should now download a lot of stuff again, but you will get 5 error messages that files cannot be provided - simply press continue/ignore again
7. you now must download the 5 missing files manually, see link to other thread about this
8. try to run updater again (in normal mode) and it should work and say \"All files are up-to-date.\"
