Missing File

Ok im loading the game and when it`s just almost ready to begin an error pops up and says
\"DGBHELP.DLL not found\" where could i find this file?? cuz i check in the main folder of CB and the file\'s there, is it not operational?? what the deal??

Please Help me :)
