Some monks and other religous fellows beg for their meals as their work does not pay. I see no reason that begging should not be allowed as long it is done in a seemly fashion.
There should probably be a guild (to many of them these days, but I mean a guild like those of old) so that rules and protocols could be implemented. One of the rules should be that the beggar can not ask for things or speak overmuch. Then an beggar bowl, or similiar instrument of begging, available only through the beggar\'s guild, could be used. The beggar equips the bowl (and if they are smart unequip all else, I mean who wants to give to a beggar that has a powerfull sword and mail armor). The bowl should be visible to others. Then if anyone wants to donate they should give to the person.
Now if a beggar is being a nusense they should be reported to the guild and then they could take proper actions.
Of course I am only dreaming for the people begging now are not the type that would go through all this hassle just to be a beggar
