guild mechanics question

i hope this question belongs here... what i wondering is..when you give a Level 3 person the ability to promote:
Can that person promote themselves to a higher level?
Can that person promote other people to Level 3 or only up to and including Level 2?

i cannot check this for myself as my computer on which i can play planeshift is being repaired, and i am using this time to bring some order to my guild... thanks?

No, they cannot promote themselves, and yes they would be able to promote up to level 3.
