Who are you?
Created under Executive Order 128 of the late Vigimesi of Hydlaa, The Hydlaa Agency of Law Enforcement encompasses all aspects of law and regulation.  Utilisation of the HALE is at the discretion of the Octarch or Vigimesi reigning over Hyldaa.  The HALE is currently underfunded, and thus unable to employ sufficient numbers of Officers to counteract recent crime-sprees.

What do you do?
+Arrest and try before jury the accused of Hydlaa
+Investigate crimes
+Regulate health and safety measures within jurisdiction
+Keep records of past criminal activities

How are you organized?
There are three departments;
The Security Department arrests, enforces and investigates.
The Justice department trys accused individuals.
The Health & Regulatory Department enforces, and proposes revisions of, health and safety regulations.

Who are you looking for?
Currently, we need officers, judges, inspectors, and bureaucrats.  We are looking primarily for honest persons willing to enforce existing regulation and suggest new regulation.  You don\'t have to be an officer to join up.

What can you offer me?
A badge, maybe a weapon.  That\'s about it after budget cuts.
Departmental Leadership positions are available at this time.

What governs you currently?
The District of Hydlaa Code of Law Enforcement Conduct
I.General
1.No Officer may at any time attack or otherwise physically harm a suspect without first attempting to arrest the suspect peacefully.  
---A.Attempt to arrest as warrant allows.
---B.Some Warrants may authorize pre-emptive use of force.
2.No Officer may at any time harm a fellow Officer.
---A.If an Officer is suspect, he shall be arrested in the same manner as any ordinary suspect.
3.No Officer shall confiscate materials unrelated to a crime.
4.No Officer shall keep in his posession or transfer to others confiscated materials.
---A.Review District of Hydlaa Code of Evidence I, II, & III, as a guide in any questionable situation.
5.No Officer may harrass a citizen.
6.While On Duty, an officer is obligated to provide protection to any citizen under threat by a sentient creature within their vicinity.

Good idea. Have you talked to in-game moderators about some way of actually enforcing imprisonments?

No, and I don\'t particularly want that either as enforcement for rp crimes is by its\' nature is imperfect.  Nor do I think the GM\'s would allow it.

So how do you plan on accomplishing things in-game with the guild? (or is this purely out-of-game/RP, which is ok too. ;) ).

Purely RP, actual things like hacking are the GM\'s job.  I do, however, plan on hunting murderous persons who plague the plaza and others who kill spontaeneously.

Already been tried. The PVP thing gets in the way so law \"enforcement\" cant really be done.

Well, I think I may be the first one arrested.  We can view this like to Octarch and just agree to succumb to the HALE. I intend to.  Like I said to RobinMagus, conflict drives stories and it\'s no fun playing an outcast if you are never, well, cast out.

 I for one am delighted by this!  Mulla, of course, not so much.

Sounds like a great organization, and I wish it the best in luck with its prescribed duty.  But I feel the need to warn against corruption and lax in enforcement of inner department punishment; though I believe that Monketh will keep that under control :)

Hmm, does this mean that if a citizen is being directed harm or in potential harm from a non-sentient being (flood, fire, mudslide, etc.) that they will not recieve help by HALE?

That line is intended to prevent having to defend people train, ie the enforcement officer being legally obliged to keep a tefusang from getting close to anyone in the arena.  There is no department for natural disaster reflief, either.  Sentient creatures are obviously constituted by the player races.
Naturally, any grave threat to general public security, such as a consumer loose in Hydlaa, would need to be dealt with.

Officers are neither legally obliged to protect from natural disaster and beasts, nor are they legaly bound not to do so.
Possible emergency legislation would pertain to any (currently not possible) natural disaster.
