We must not confuse the DR with the nice, albeit dark, place that is implemented right now. Just like with the other levels, the DR is already there, in full scary beauty. So while the DR itself seems to be part of the setting, the absence of the other levels and the meager size and happyness of the DR are not. Therefore, it would suffice, for RP reasons, to just send someone to the DR once (but make sure they don\'t have anything with them to bribe the death entity

). I expect at least an RL day for getting out of the DR in the end, even if one knows one\'s way around it.
Obviously, sending someone into the crystal will be permanently killing one, as the settings says.

So I see we have one more option than IRL:
1) fines
2) prison time
3) DR time
4) permanent death
As for vagabonds: being medieval, there is almost no way of even spotting them, so unless they are on the plaza or the major trade routes, nothing would be done to them. They\'d probably, just as with sleeping, ushered away off areas with at least medium standards, but not in the back alleys and other, less bright, places.
Furthermore, almost all travellers would have to be considered vagabonds, since the distinction is quite unclear. Travelling from level one to level 6/7 will take loads of time if you don\'t have a pterosaur, so you\'ll be vagabond for some months: camping besides the road, hunting in the wild, whatever.
Therefore I don\'t see any way to punish that. Persistent loiterers (near the temple, or in the plaza) could face up to a week of prison time, though.
