Yes since a little update after the big one this things are happening occasionaly.
I think it\'s related with those dark huge boxes that are made to have the feeling of darkness. Those boxes are used for instance in the tavern and also in the new part of Hydlaa (that blinking dark box you see at the gate) the problem gets solved if you reenter the zone with that dark box and exit again (for instance reentering the tavern and exiting again, both NPC that are outside will then have head and arms.)
