As far as I have experienced there is no lag at all. I\'ve read about people having lag, but that was because of older computer hardware or hardware drivers. Try updating drivers. Most of the lag comes from old videocart hardware/drivers.

the short answer:
dial back \"quality\" settings, resolution, etc. and set the colour depth to 24/32 bits. set the stencil threshold to a smaller number.

the expensive answer:
a better graphics card, more ram, and faster computer.

the hard answer:
contribute to the cs dev team to optimize the code.

the simple answer:
(and somebody beat me too it, thanks Zebazar for reminding me)
update your graphics card drivers.

the non-trivial answer:
play with the many graphics settings until it works smooth. keep notes because \"inquiring minds want to know\"

There are many players in that area and/or the area is very big with loads of different textures.

Like already said, it depends on the number of textures on the screen. You can set the distance to any objects you want to see in the in-game options (default value is 200, I believe). If you lower the number, objects in the far distance will disappear. If you look down a long road, like the one to Hydlaa Plaza, you will not see as far as you used to, but it will speed up things.

What are the specifications of your computer?
Try upgrading the graphics card drivers, this has made a great difference for some people who had bugged drivers that didn\'t do do OpenGL properly.
