I noticed that sentiment as well, and it repeats in the book from time to time.  The problem is, what if you have a goal or order which you must accomplish, yet victory is not certain, or perhaps even unlikely?  These situations do exist.


Well, although these situations exist, a wise leader will always try to avoid them. ;)
If you know that victory is unlikely, you should not move out with your army and attack, but instead you wait for a better chance to fight your enemy. (Patience is a virtue. :) ) A part of the above mentioned sentiment is, that one tries to catch the enemy in a situation where he is unaware of your attack or where he has (nearly) no chance to succeed. Remember: \"They position themselves where they will surely win\", i.e. you choose the place where you position your troops and where you finally attack, e.g. by drawing the enemy away to a place/terrain where victory is more likely for your side.
