the rats in the sewer and other cretures in there, r not letting me attack them. it says that they cannot be attacked.

Indeed, the NPC client that handles NPC actions and \"behaviors\" is down every now and then. Just wait until it is available once more. There is unfortunately no estimation on when that will be, so just keep checking every now and then :)
