How about thieving can only be done to same level characters and hire so if you do it you can get your ass kicked and an arena place like in city of heroes except no updates that mess up the game and finnally a police system where actual players are the police and if someone commits a crime while they are looking in that direction a giant arrow appears over there head that only cops can see and the police can do eye for an eye if they want or take them to jail or be corrupt and get bribed to remove the arrow.
