New created characters have the chance to select a colour for the hair of their chars, I think. To the characters that were created before the \"hair customization\" was implemented, now a black texture is shown (like if they had oil on the head) the only way for them to have coloured hair is buying one of those dyes that are being released slowly (I think there are some for StoneBreakers, Ywnmns and Ylians) until that variety of dyes is avaiable to all races, you, like the rest of us, will see people with black, untextured hair.
