I think that the terms of the war would best be something that the two sides would agree on before starting.

Having some expirence in guildwars myself I can say that while there are no definate terms for victory, it is possible to beat the other into submission if they want to save their guild.  

We had more powerful characters in the evil guild I was warring in, and one thing I did was kill every new player they had making it impossible for them to do anything.  Over and over, I\'d run the arena and other popular leveling spots searching for members of the guild we were fighting, killing all their newer players all while explaining that it was because the guild they were in was too weak to protect them.  Many left the guild, and rectuiting became a major problem.  Eventually the war was resigned and we were victorious.

I\'m sure there are other ways of making a guilds ingame time so awful that they give up and admit losing.

hehe well possible but most of the times the guildleaders have an agreement on the rules before hand.

Places like the plaza and the tavern are often freehavens and no attacking when someone is spawning.

Also in one war it was agreed upon not to attack someone while hunting without a warning.

As for the weaker members they useally or flock to the free havens or go to places that aren\'t regularly visited or decide to take a week of PS ;).

Anyhow doesn\'t have much honor to kill someone already wounded from a previous fight so this wouldn\'t be possible for truely good guilds ;)

seems I was more tired when posting then I realized I chopped of a whole part of a sentence and didn\'t replace it twice. Must have been a strange read sorry :)
