It's not a default feature of SMF - we would have to request a mod, or make one ourselves.

when there was the transition on the forums i remenber it worked, or atleast the tread would get up

This never happened - it's not a default feature, again :> The only threads that would've showed up at the top when they were edited would have been the ones already at the top.
