ink and paper

I don't want to give anything away here, and I'm not certain this is a bug, so I'm going to be a bit cryptic.  Hopefully those familiar with this will get what I'm talking about.

Can someone tell me if ink and paper are still available for sale somewhere?  I was directed to a particular place, but the proprietor doesn't sell anything the usual way, and also doesn't seem to understand the words "ink" and "paper".  Which is rather odd given his vocation :-)  I need to know if this is a bug that I should report (that's what I think), or if I should keep trying.

I think you're just not asking in the right way, probably :}

Remember that NPCs like things phrased a certain way, like "Give me ____" or "I need _____".

Thanks.  "give me _" worked.  I hadn't encountered this phrasing before in the game.  I'm surprised it's not synonymous with "i need _" or other similar phrases.
