The naming policy dissallows blatant references. No, you obviosuly can't name your character Adolf Hitler. Yes, you could name him Adolf something else, if you really wanted to. Normal names are perfectly allowed, so long as they're not a direct reference to a particularly famous person or thing. If there was some guy with the name, just some local mayor, no one cares. If he's some movie star, then that'd be a no.
The big naming policy voilations are the idiots naming their characters "lunchbox" or "Vegeta". No stupid crap, and no names from other things. However, if you want to be "Bob Smith", be my guest. Though, chances are "Bob" is already taken.
Please also rememeber: Everything is from something; everything has been done before. An old policy was to Google the names to see if they were used... everything is at least similar to something, in some country, using some language. One of the dumber examples was some name that happened to be a brand of concrete in some obscure language. A GM called that dissallowed... I called it the most meaningless thing to argue about in the world. Most likely this guy had no clue this word was anything, it might've even come out of a generator. As far as I'm concerned, even if they did, obscure references are fine.
