Okay . . . so as my PP's increase through experience, my blue bars will lengthen. When my blue bar equals my yellow bar in a given skill, then I know that if I spend all my current PP's on that skill, then I'm receiving all the Theoretical training I need to level up. But I then need Practical training, which is represented by the amount of red bar within the whole bar.

I have started to see a green bar forming withing the skill I'm being trained in. This is good. Does that green bar have to then reach the end of the yellow bar, or does it have to reach the end of the red bar before I actually level up . . ?
So, to increase a skill: accrue enough PP's so that the blue bar in a skill equals the yellow bar. When it does, spend those PP's to get sufficient practical training. When you have, use your skill to gain practical experience in it. This is denoted by the green bar, and you will finally level up your skill when your green bar fills up the entire red bar.
How does that sound . . ?
