For settings' sake "there's no empire". instead of making up "parts to fill" by characters who have nothing to do with each other to have an event, it works much better if the actual actions of the characters that do exist lead to the event. for example: your character has a background story, and you could make up enemies there. then you go RP your character for a few days stating their problem and making friends who could aid you later. Then you or someone else plays an alt (your enemy) who hires the thugs who would go after you, they could be an evil guild or evil characters but they already exist, they are no fake empire, they are outlaws, murderes, assassins, etc. Notice that all this is happening in game. Then your character must have friends who could go to his/her rescue and then, when all characters (who do exist) are
truly involved, you could have this climatic battle.
The RP-events forum should reflect what happened IG, so others can follow the story. It should not be the other way arround. i'm sure you got something interesting here and I do encourage you to go with it, but mind your steps or you'll trip. Planning events takes time. You shouldn't rush things and most importantly people will always need a reason to get involved, they will ask you "why would my character want to be a part of
that?" Giving them the answer is your responsibility as the person behind the plot, and it should happen in-game too.
