Normally updates are avaiable through updater. In the previous version, it was recommended to completely download the game anew, since there was the image fileformat change, map additions... all and all, the difference between updating the game, and getting it through installer was not very high in terms of MB, and besides, the updating process was a bit tricky.
This, though, doesn't mean that a new package with .16 is not going to appear. In fact, I think it's healthy that such a package exists, for various reasons.
The main being that the previous version (.15) required of a manual patch, and this, besides requiring people to know how to open a zip file and overwrite old files with the new ones, required a more important thing. That is, the existance of this forums, the only way they could be aware of such a patch existance. Otherwise, the game would appear as flawy, and probably discarded. In that sense, a new package for .16 might not have this issues, so users downloading the game for the first time, don't get that feeling of faulty software, and they're able to enjoy the game right from the start (launching the updater once .15 was installed caused it to get wrong files, this should not happen with present release .16 so new users can launch the updater, on by default at the end of the installation process, without it messing up the game)
