I noticed after stacking my daggers, I had some badly damaged ones with pretty good ones they seemed to fixed themselves up to an ok level.

Yes this is normal behavior. When you stack weapons their quality values are averaged. It basically adds up all the quality values of all the stacked weapons and then divides it by the number of weapons stacked there.

should make it so you can only stake perfect weapons...and actually I can have two crappy blades and a third and fourth good blade and then have four ok blades...not fair for the people spending hard earned time training weapon crafting.

The problem with that is, that's the way it was before.  People ran out of inventory slots.  It's not a perfect system, but it works.  It'll be improved on, just as everything else is as well.
