I think I mix a bit of both sometimes when I post even though most of it is OOC. :P

Personally I do not really care if the person posts IC or OOC.  As long as they give a valid opinion or make a valid point does it really matter which one it comes from?

In Character < In Game < In Settings
Most of the time I would say that forums, guild websites are not ingame, therefore not IC.
But they are useful to provide a post office, common board, guild house, ...
When used this way, you can consider those forums/sites as external places that your character can access. But you can't assume that every other char visited the same places than you. I mean that it is not because something is posted here that every char has to know it.
This forums (Hydlaa.com) can be called "Townhall public board" from ingame, as a place your character can access to read others IC messages or post his own ones.
If you have a guild forums, call it a Guild-House, headquarter, ... and they have an IC meaning. Your char can decide to visit them or not.
It works well when considered as a writing boards or external places, but less if you consider them as places where you can roleplay other interactions with areas that are ingame. A discussion in the townhall (a thread) takes place in the townhall only and not at the plaza.

With the exception of specific circumstances, all posts are OOC.  The characters do not have access to the forums...

That text is outdated and doesn't really apply anymore. If you ask me.

My posts (except in the roleplay forum) are all OOC, unless stated otherwise. I interpret post by others the same way, unless it's obvious by the content that someone is responding IC. I imagine the Guilds forum gives the most confusion about what's IC and what is OOC. I'd say keep it OOC and if you want to "spice things up" with IC remarks, use [IC]tags.

As far as I am concerned I am Alts Name Here and Alts Name Here is me. In-game or out (well in game only really) only the reality I have to deal with is different.

I think this goes for many and for to a great extend for me as well, I have to admit. Because I think a stronger separation between IC and OOC would be desirable to get a more colourful in game world. The people who regard the difference between IC and OOC to be just a matter of setting, are, more or less, "roleplaying" themselves. Problems arise when you expect others to do that as well. Those people will always have problems with people who roleplay a char anything different than the usual goody two shoes.

It would be quite sad to have to tag my posts each time I wanted to use references from Sangwa and such.

As far as one knows OOC and IC don't connect in the same way the forums and ingame actions don't usually conenct (unless where explicitly saying so) I think we're free to mingle a bit of our character's personality in some of the less argumentative posts. Everything as long as there is no insults or damaging remarks.

In some posts where I only post for sympathy on the topic, I can be seen adding some information or expression from Sangwa's experience. Why not? Nothing depends of it, nothing results of it.

For example: When I post in my Promotional Thread, I can be seen posting with some insight characteristic of Sangwa. Sangwa doesn't post on the guild forums, I do. That should be quite obvious.
Still, the Dark Empire is Sangwa's and mine organization so in the posts where I'm merely providing information or stating some change that happened, I will not make it look dull. I'll make some remark about how glorious the Empire is, and that's speaking for both of us without creating any confusion to the other players.
I think it'd be less entertaining, at least for me, to separate the text into two parts: OOC and IC, as it would make it look boring.

A new member has joined the Empire. The character's name is Parallo and the player behind it is a music composer that will be providing us some nice tunes.

[IC]Be welcomed into the Empire Parallo![/IC]

versus

Quote
The Empire grows mightier each passing day. Parallo has joined our cause and his artistic skill will surely be an asset to us imperialists.

Hail the Empire.

I prefer the second one. And if Parallo, Garile and Eolas are questioning why we've stopped making these posts... Well. I don't really know. But if you want it too bad, I'll make one for each of you :P.

Disclaimer: This is my opinion and I can be reasoned with. I'm probably right, though.

Join the Dark Empire!

Agreed, second thing looks way better. ;) In the less argumentative threads, there's no reason to be so strict with those tags. I was more referring to threads that can more easily dissolve into flames. If a guild makes a promotional thread and people dislike or disagree with aspects of the guild, it can be nescessary to make clear if you're IC or not. For example a reply in the line of: "your guild has no chance to survive" can mean something totally different IC then it does OOC.

They're both great.
I am humbled.  :-[
I suggest the statue of Laanx gets turned into a statue of Parallo <3. An NPC could never replace the huge hole he left in my heart when he died  :'(
