Oja's Lighting

This has bugged me for a while, but is there a reason for Oja's strange lighting? Part of Oja is in a permanent night time, the other part has some strange dawn\dusk-ish light but all the street lamps are on. Is there some RP reason? or is it just some iffy  XML file?

Does anyone know the answer?

There's a barrier at between akkaio east and akkaio main, so I guess it's some xml file :p
