hmm problem with the pay variants is that the GMs there often need to be paid or given some other kind of bonus for them to actually be good at their job and even then they useally only just do what they are required to do.
The more siginifcant problem is that they're not
allowed to be good. Because that would mean kicking lots and lots of players, or otherwise putting them off the game. And that would mean less money for the company. So they force their GMs to use sub-standard rules in order to have most players, well knowing that quality and enjoyment suffers. Needless to say, if you are in such an environment, your GM-job isn't actually enjoyable anymore, so obviously you'll end up doing only what you must, since you're not allowed to do a good job, anyway.
I have to say the PS GMteam is a very good team and I am proud to be able to be part of a game that gets people so involved. 
Indeed. GM quality has even risen recently, as in fact all aspects of player involvement have.
