Inability to receive a previously discarded quest.

In BD, an NPC named Kimlorm had given me a quest called "Kimlorm Needs a New Prayer Book". For one reason or another, I discarded it, understanding that I could pick it up at a later date.

A couple days have past, and I've been trying to get Kimlorm to give me the quest again, yet he will not.
Previously, I've been able to pick up previously discarded quests. Is this intended? Is Kimlorm bugged, or do some NPCs only give out certain quests once?

I think you will find that some quests are less common than others and they take longer to reacquire. I am pretty sure I have talked to all the BD npcs and only ever got the helmet quest.

Interesting. I was able to get a good deal of quests from BD my first time around. I figured a day or two would be enough for any quest to be ready again, but I suppose that's not the case.

It's not as easy as thinking "I'll stay away for a few days and then try again." The quest lockout timers take every player into account, not just you. This means that when another player got the quest in that two days you didn't try it also starts the timer for you. So you'll have to be lucky that nobody else got the quest recently as well when you try.
