Hiya! Let's do this step by step:
1) To fix the position of the game window, run the pssetup.exe utility - change the size of the window to something lower than your native resolution, and try running the game again. You should be able to reposition it, and afterwards you can change the size back to whatever works best. Alternatively, you can try using the fullscreen mode.
2) This sounds like a problem with your graphics card, or driver. Can you tell us what card you have? You can find this information by typing
dxdiag into the Windows run command (I presume you're using Windows) and looking over the Display tab. The particularly important bits are in the red box:
