What the heck are you talking about? Regenerating or losing health has nothing to do with frame-rate. In GW you get/lose 2 hp every second for every blip - 20hp/sec for 10 blips. You might notice the bar going slower or faster with different frame-rates, but that doesn't change what the actual value is...

Lol, whatever, maybe you are just poor in maths or something. Anyway, i played GW 3 or 2 years ago and i remember the bar being updated faster than 1 frame a second. Even if i remember it wrong, it is what i expect in PS, so that every HP/mana/similiar loss/gain is happening smoothly.

What you can failure tommorow, failure today.

The comment was on visibility of change, not changing the rate itself.

Er, back to the original topic, this is not caused by lag, basically you switch to a stance and a couple milliseconds later you're out of it.  I was told this was not a bug, but a new feature, although I'm not sure if this is true or not.

Really..? Out of curiosity, where did you hear that it was a feature? I've never had this happen to me.
Judge: Are you trying to show contempt for this court, Mr Smith?
Smith: No, My Lord. I am attempting to conceal it.

Another player, which is why I've got no clue whether it's true or not... and from your reaction, I'm guessing it's not.

And try dueling, or even fighting an Ulber or something, you'll notice it happening pretty quickly.
