Greetings.  I've looked for a post with this subject, but couldnt find one. 

When doing the "bend the Ocatarch's ear" quest, a bug happens when you don't do the npcs in the order [the npc that gave you the quest] gave you. If you try to get the items required for the quest out of order, then you are not able to recieve two of the quest items.  The quest itself dose not express that you have to get the items in order unless, right after you get the quest you try to give the npc the quest items, then the npc asks for them in a specific order, but doesn't express the fact that you have to do the quest in the order he wants you to.  Doing this quest with out the notion of doing them in a specific order, i believe many people will do them in the order of who is closets, and thus doing so, will not allow them to get 2 of the quest items.

I don't really deal with quests... and since there has been some intentionality not to put spoils in bug reports, to me lately, bug reports regarding quests result a bit cryptic.
That's why, Zabio, I linked you to a report that is in the BugTracker, and that deals with the same quest you're mentioning here.

Weather or not your issue, and the one reported is the same, it's something only you can tell. To me, it sounds distinct, although it might very well be that, if I was more put in that quests matter, both issues could be related/linked aka the same issue in the end.

If that report covers your issue, then know it's already reported, and assigned, meaning its resolution is about to come, some day.

If it doesn't, then the only chance is to fill in a new report.
Right now the BugTracker is in a weird state, but if you've an account there, you can submit this new bug. If you don't have an account, someone else might be able to post it.
If you find this bug not to be covered by the linked report, I (or anyone who has an account there) could open a new entry in the bugtracker, and link this thread URL there as well, just so you could provide feedback, since I'm unaware of the state of the art about said quest, and you could not reply to the entry, since you wouldn't have created it.

Ok Thank you Nilrem.  THis is the same effect that i am seeing.  I have stated the reasoning behind the bug.  Thank you again.
