Death penalty musings

If the death penalty is as rare as stated in the settings then how is there enough work for the two executioners already in the game? Do they double as torturers? moonlight as butchers? The guy in the Bronze Doors is certainly a torturer but his comment about heads and axes suggest executioner as well. The guy in Hydlaa is definitely an executioner. Perhaps he is this levels designated axeman and travels to where he is needed. I think he is in the cities pay though and not the octarch's or is there ultimately only the one level of government? That would mean he is the civilian executioner and the other the military one.

Any thoughts?

Well, maybe they behead you while keeping you alive with magic.  That would definately suck.

That is more akin to some kind of dystopia, really twisted stuff.

I don't think Octarchs are hardcore environmentalists, so if polluting the rivers brings death penalty, I think murder is one of the "few crimes" that also is punished by it.
