Stuck with unsolvable quest, later quests locked out

I have a problem with starting the Book of Swords quest with Harnquist.  I have reached level 5 of metallurgy but Harnquist always says he needs no help.
In recruiting some help from others, I discovered that a quest I had dismissed was still there, thereby blocking my attempts to get new quests.  Two things are wrong here:
1. I shouldn't have that quest in the first place, it was the Working with Stock quest that I had already received and completed.  I only accepted it because I thought it would lead to something new.
2. I try giving the items to Harnquist and he will not accept them.

I was later told that in an effort to fix some known quest problems, the developers locked out the function of dismissing quests.  Therefore, I would like to know what the workaround is for dismissing a quest.  I would even be happy to do the quest again if possible, instead of being told that Harnquist will not accept the items.

Is there indeed a workaround?  Is there another NPC that will give the Book of Sword quest (like maybe Trasok)?  Otherwise I am just stuck in this limbo where I can't get the next quest item I need but can't finish the current quest or dismiss it.

So to clarify...

you currently have the working with stock quest as uncompleted in your quest list?  and now when you try to complete that quest once again, he isn't taking the items? 

the way i understand things, if you accept to redo a quest that is in your completed quests list, it moves back to the uncompleted quests list and that you have to go through the entirety of the quest in order to get credit for it, as it removes all entries saying you completed it once before when you accept to do it again.

but if it's not letting you complete it again, then there may be an issue somewheres in which you have another quest that involves harny, and becuase of that, the two are conflicting with each other so that neither will be able to be completed.

so i'd suggest you first see if there is another quest that involves harny interfering with you being able to complete the working with stock quest again.

Loren Chama needs a wood sculpture will also give an option of getting the same book. you'll miss out on another reward, however.

it sounds to me that he discarded the swordmaking quest, and hence cannot get the book of blades now from harny.  Perhaps further more, he had the swordmaking quest b4 the other one he is speaking of, and now cant finish the 2nd quest, because he discarded the swordmaking quest. 
Im not sure what can be done, I discarded both the swordmaking quest and the shield making quest quite early on, and after being told to wait anything up to a month for the timeout, i still cant get those quests after 2-3 mths.  So I guess I will be waiting until the dreaded quest wipe is done for those, though I hope I will be waiting a very long time, as I dont like the though of doing all those quests for winch again in the NEAR future

I hope they do a quest wipe soon, since I have only 1 quest left to do for the winch. and I'm locked out of it.
