im kinda a noob and i need to know stuff like nightvison flying for a short time are they in the game? it says that on the races page but says limplemented in future releases dose that mean you cant use em yet or what?

Welcome to PlaneShift and the boards :) Skills like Nightvision and Flying are not implemented yet. Look around, chances are many of your questions about the game are already answered around here:
