Extermination?

I'm not sure if this is a glitch, but today I was getting one of my alts his first tria, Naturally, I took him down to the sewers to kill some rats. To my surprise I found that, even in their most well known spawning point, there was not a single rat.

I'm having the same problem this morning.  I've been all over the sewer and I can't find anything except fanatics. :'(
