you can get bit torrent or you can wait for one of the mirrors to go up. Do you have windows mac, or linux?

theirs nothing on the mirrors on the dl page,(at least for me) but you can dl and install bit torrent then use bit torrent to dl .19

Yeah, the mirrors are currently NOT working for anybody it seems. I'd suggest getting bittorrent and then downloading it that way since it'll be, most likely, a lot more quick then waiting for the mirrors to work.

A LOT of those mirrors on the download page have not even updated to .018 yet... some still have .017 as highest version...  ???

its not downloading! nothing comes up! i click "get BitTorrent" then it goes to a page with a load of info and a screenshot of the download stuff but nothing else comes up! what do i do?!?!?!?!?!?!

You first need a BitTorrent Client to download PS-0.19. The page you found is actually the official BitTorrent client, but I think you can get an easier software that will donwload the stuff anyway.
1) First get uTorrent (this is the name of the software), it's already the exe, so just put it where you like and run it.
2) Get the .torrent file from the download page which contains the information about the data you are downloading (PS-0.19). You can also get it from here: torrent. Save this file somewhere you can find it easily.
3) Star uTorrent, menu File -> Add torrent -> Select the file downloaded (point 2). Select where to save the files and wait for it to complete.
Note: the program, at the first start, may ask your connection information to maximize speed.
