they do already the text isn't only sent to you but to anyone in a certain radius. those sheat yelling are publicsay/publicaction not classic private ones. you'll notice it by staying near one of those npc

That's true ... I remember I have heard Rabartus shouting after someone to put his weapons away, while I was in Kada-El's... I was just not sure if a GM impersonated Rabartus in that moment. But I believe we will recognise that by chat line colors.
