Tooltips on skill status bars

It was suggested that I post this here, so....

Tooltips on the skill status bars to indicate if you need to practice or train.  It's not obvious to beginners, and even long-time players can get confused.

if there is green bar and no blue you have to practice
if there is green and blue, you need to train.

It can't be more obvious.

Unless you have very high rank and less than 50 PP. What is kind of very unusual.
